Why your walk-in cooler is drifting, and what you can check yourself

Most walk-in problems do not announce themselves. The cooler still hums, the light still comes on, the door still shuts. The only sign is a thermometer reading a couple of degrees higher than it did last month, and that is easy to look at and decide to deal with later.
BC's Food Premises Regulation requires potentially hazardous food to be stored or displayed at no more than 4°C. That is provincial, so the same number applies whether you are operating in Vancouver, Burnaby, Richmond, Surrey or anywhere else in Metro Vancouver.
The regulation defines potentially hazardous food broadly: anything capable of supporting the growth of disease-causing micro-organisms or the production of toxins. In a working kitchen that covers most of what is sitting on those shelves.
The wording is worth reading closely, because it changes how you look at your own thermometer. The regulation does not say aim for 4°C. It says not more than. A cooler holding steady at 5°C is not close enough. It is over the line.

A cooler that drifts eventually tells you. Product goes soft, condensation shows up, something smells wrong a day earlier than it should.
A freezer that drifts looks exactly like a freezer that is working. At −15°C everything on the shelf is still hard, still frosted, still visibly frozen. Nothing about walking into that box tells you it is three degrees over a legal ceiling, and it can sit there for weeks looking completely normal. The only thing that catches it is a thermometer somebody actually reads.
Every food premises in BC operates under a food safety plan, and part of that plan is stating the corrective action taken when a cooler or freezer stops holding temperature. It was reviewed by an environmental health officer before your permit was issued.
Most operators filled that section in when they opened and have not read it since. It is worth pulling out, because it is the document that governs the moment your thermometer goes wrong, and it is the answer you have already committed to giving.
Environmental health officers inspect food premises routinely, and also in response to complaints. Those inspections cover general food handling, temperature control of foods, maintenance and sanitation of the premises, and employee hygiene. Every visit produces a report, which either confirms you are compliant or tells you what you are required to address. Officers have a range of tools available to them, from education through to violation tickets, orders, and court action.
Yes. Fraser Health and Vancouver Coastal Health both publish food premises inspection reports where anyone can look them up. A refrigeration deficiency is not a private conversation between you and your inspector. It goes on a page a customer can find, and it stays there.
Three things, none of which take long.
Know what your boxes are reading, not what they are set to. A thermostat set to 2°C tells you nothing about what the shelf is holding. Put a thermometer in the box and read it.
Write the readings down. A single high reading could be a door left open during a delivery. The same reading three mornings running is a failing unit, and you can only tell those apart if you have the previous mornings.
Pull out your food safety plan and read the section on refrigeration failure. Ten minutes now beats improvising it during service.
Everything above assumes the equipment does what it has always done. Equipment drifts slowly, which is exactly why it gets missed, and by the time a box is reading high the cause has usually been building for a while.
